Steps please? In Logic Pro 9
It gets created by default; even if you start with an empty project. If you need to create one manually, do it in the Environment, under the New menu. Go to Channel Strip and then Output.
If you are asking how to place it in the Arrange Window, select it in the Track Mixer, and hit Control T.
Your question is VERY general and non specific, so it's hard to know exactly what you are asking.
If I could be so bold, I suggest you take an hour and go through the "Exploring Logic Pro 9" which is really the most basic and beginner manual Apple made. It's also very good and will take you through most everything once.
I would suggest that you take the time to do this, or you might find yourself in a flame war between us old-timers who feel that people who ask the most basic questions, the ones that show us that they haven't even taken the time or effort to look and try and learn anything for themselves, are (put most derogative name here)...
